Energy Star Buildings Upgrade Manual
A downloadable PDF guide for Energy Star partners to use in planning and implementing profitable energy-efficiency upgrades in their facilities. The manual can be used as a comprehensive framework for your energy strategy. The Energy Star Five Stage Approach can help building owners realize enormous energy savings and pollution prevention through the implementation of proven energy-efficient technologies.



ENERGY EFFICIENCY RESOURCES

Alliance to Save Energy (ASE)
ASE provides energy efficiency information with commercial, consumer, federal, reform, industrial, international, residential, and school applications. Resources include: Business Energy Checkup, Energy-Related Lesson Plansand Energy Efficient Mortgage Information.

American Bioenergy Association (ABA)
An industry trade association dedicated to developing the entire breadth of the insustry from power to fuels to bio-based chemicals. The ABA reaches out to partners in the agricultural sector and the environmental community.

American Council for an Energy-Efficient Economy (ACEEE)
The ACEEE is a nonprofit organization dedicated to advancing energy efficiency as a means of promoting both economic prosperity and environmental protection.

American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE)
An international organization of 50,000 persons with chapters throughout the world. The Society is organized for the sole purpose of advancing the arts and sciences of heating, ventilation, air conditioning and refrigeration for the public's benefit through research, standards writing, continuing education and publications. Site includes links to standards and codes.

American Solar Energy Society (ASES)
Provides several publications on green building, including Residential Design, Solar Electricity,and Buildings for a Sustainable America, as well as a link to national solar conferences.

American Wind Energy Association (AWEA)
Promotes wind energy as a clean source of electricity for consumers around the world. This site includes: projects listed by state, FAQs, publications, and green building in the news.

Association of Energy Services Professionals (AESP)
The AESP International is an not-for-profit organization of nearly 2,000 utility executives, consultants, manufacturers, researchers, government regulators, and others concerned with providing value through energy services and efficiency. Members are individuals active in the energy services industry.

Betterbricks
BetterBricks is an initiative of the Northwest Energy Efficient Alliance, a non-profit supported by electric utilities throughout the Northwest. Through the BetterBricks initiative, the Alliance wants to see energy efficiency incorporated as part of normal business practice.

Building Codes Assistance Project (BCAP)
BCAP is dedicated to assisting states in the development and implementation of statewide building energy codes. BCAP was established in 1994 as a joint initiative of the Alliance to Save Energy, the American Council for an Energy-Efficient Economy, and the Natural Resources Defense Council. BCAP is funded through grants from the Department of Energy and the Energy Foundation, and its services are available free of charge to any state upon request. Site provides code links, alerts, and legislation.

Center for the Analysis and Dissemination of Demonstrated Energy Technologies (CADDET)
A source of global information on proven, commercial applications covering the full range of renewable energy technologies.

Center for Renewable Energy and Sustainable Technology (CREST)
CREST publishes information about renewable energy, energy efficiency and sustainability.

Center for Resource Solutions (CRS)
CRS is based in San Francisco and brings together diverse interests to implement practical resource solutions. Their national and international programs promote clean and efficient energy use, and encourage sustainable economic growth.

Database of State Incentives for Renewable Energy (DSIRE)
DSIRE is a comprehensive source of information on state, local, utility, and selected federal incentives that promote renewable energy. Site also provides information on publications and incentive updates.

Energy Efficient Building Association (EEBA)
EEBA provides technical information for energy efficient building practices and sustainable design issues. Site includes solution partners, success stories, events calendar, bookstore, and job postings.

Energy/Environmental Federal Laws & Executive Orders
Provides website addresses or direct links to executive orders and other documents relating to energy and/or enviornmental directives and environmentally preferable purchasing.

Energy Ideas Clearinghouse
An objective technical resource that Northwest businesses and industries use to make sustainable energy decisions.

Energy Information Clearinghouse (Local Government Commission)
Provides energy publications, energy case studies and fact sheets, and Currents Energy Newsletter. Resources include publications such as 'Improving Energy Efficiency in Buildings' and 'Energy Aware Planning Guides.

Energy Star
Energy Star was introduced by the U.S. Environmental Protection Agency in 1992 as a voluntary labeling program designed to identify and promote energy-efficient products, in order to reduce carbon dioxide emissions. EPA partnered with the U.S. Department of Energy in 1996 to promote the Energy Star label, with each agency taking responsibility for particular product categories. Energy Star has expanded to cover new homes, most of the buildings sector, residential heating and cooling equipment, major appliances, office equipment, lighting, consumer electronics, and more product areas. Includes links to products and labeled buildings and homes.

Green-e
Green-e is a voluntary certification program for renewable electricity products. The Green-e Program sets consumer protection and environmental standards for electricity products, and verifies that Green-e certified products meet these standards.

New Buildings Institute
The New Buildings Institute, Inc. is a not-for-profit public benefits corporation whose mission is to promote energy efficiency in buildings through policy development, research, guidelines and codes. Site provides links to state energy codes, and downloadable guidelines, reports, and tools concerning lighting, architecture and mechanical issues.

Rocky Mountain Institute (RMI)
RMI is an entrepreneurial, nonprofit organization that fosters the efficient and restorative use of resources. The staff shows businesses, communities, individuals, and governments how to create more wealth and employment, protect and enhance natural and human capital, increase profit and competitive advantage, and enjoy many other benefits--largely by doing what they do far more efficiently.

Save A Watt
Save a Watt is a marketing campaign funded by both public and private resources, aimed at increasing personal responsibility and investment in long-term energy efficiency habits by people and business through out the Northwest.

GOVERNMENT ORGANIZATIONS

Bonneville Power Administration (BPA)
BPA is a federal agency headquartered in Portland, Oregon, that markets wholesale electricity and transmission to the Pacific Northwest's public and private utilities as well as to some large industries. BPA provides about half the electricity used in the Northwest and operates over three-fourths of the region's high-voltage transmission. Site includes a link to BPA Building Commissioning Guidelines.

California Energy Commission
The CEC is California's primary energy policy and planning agency and has five major responsibilities: forecasting future energy needs and keeping historical energy data, licensing thermal power plants 50 megawatts or larger, promoting energy efficiency through appliance and building standards, developing energy technologies and supporting renewable energy, and planning for and directing state response to energy emergency.

Lawrence Berkeley National Library Environmental Energy Technologies Division (EETD)
The mission of the EETD is to perform research and development leading to better energy technologies and reduction of adverse energy-related environmental impacts.

National Board for Industrial and Technical Development (NUTEK - Sweden)
NUTEK is the central public authority for enterprise development and regional development and provides various support to enterprises including financing, advice and information. Another role of the organization is to encourage networks and to develop knowledge and evaluation methods within the area of enterprise and regional development.

U.S. Combined Heat & Power Association (USCHPA)
USCHPA is a private, non-profit association, formed in 1999 to promote the merits of CHP and achieve public policy support. USCHPA sponsors conferences and workshops and prepares reports and releases to educate the public about CHP, as well as creates opportunities for members to network with each other and key government officials.

U.S. Department of Energy (DOE)
The DOE's mission is to foster a secure and reliable energy system that is environmentally and economically sustainable, to be a responsible steward of the Nation's nuclear weapons, to clean up our own facilities and to support continued United States leadership in science and technology.
BioPower
Biomass is the only form of non-hydro renewable energy that is widely available and can be stored and dispatched for use when needed. The benefits of biomass are closely intertwined with local economic development, job growth, agriculture, and improved environmental quality.

Distributed Energy Resources: Combined Heat and Power Program (DER/CHP)
CHP systems combine on-site power generation with the recovery and use of waste heat for steam, hot water, cooling, and desiccant dehumidification.

Energy Efficiency and Renewable Energy Network (EREN)
Provides individual resources pages tailored for homeowners, commercial buildings, builders/designers, researchers, program partners/public officials, and homeowners. A few resources available include: rules, codes and standards; Ask An Expert; and links conderning energy efficiency and renewable energy technologies, education, financing, and newsletter subscriptions.

EnergySmart Schools (ESS)
America's schools spend more than $6 billion each year on energy. The DOE estimates they could save 25 percent of that money--1.5 billion nationally--through better building design, widely available energy-efficient and renewable energy technologies, and improvements to operations and maintenance.

Federal Energy Management Program (FEMP)
FEMP works to reduce the cost and environmental impact of the Federal government by advancing energy efficiency and water conservation, promoting the use of distributed and renewable energy, and improving utility management decisions at Federal sites. Click here for fact sheets and case studies.

Green Power Network
The Green Power Network provides news on green power markets and utility green pricing programs -- both domestic and international. Rebuild America
Created in 1994 with the mission to accelerate energy-efficiency improvements in existing commercial, institutional and multifamily residential buildings through private-public partnerships created at the community level. The program focuses on five building sectors: K-12 Schools, Colleges and Universities, State and Local governments, Public and Multi-family Housing, and Commercial Buildings.

U.S. Environmental Protection Agency (EPA)
EPA is responsible for researching and setting national standards for a variety of environmental programs and delegates to states and tribes responsibility for issuing permits, and monitoring and enforcing compliance. Where national standards are not met, EPA can issue sanctions and take other steps to assist the states and tribes in reaching the desired levels of environmental quality. The Agency also works with industries and all levels of government in a wide variety of voluntary pollution prevention programs and energy conservation efforts. U.S. National Institute of Standards and Technology (NIST)
NIST is a non-regulatory federal agency within the U.S. Commerce Department's Technology Administration. NIST's mission is to develop and promote measurements, standards, and technology to enhance productivity, facilitate trade, and improve the quality of life.




ELECTRIC UTILITIES and SUPPORTING ORGANIZATIONS

Consolidated Edison
Consolidated Edison Company of New York (Con Edison) provides electric service in New York City, and most of Westchester County. They provide natural gas service and owns and operates the world's largest steam system, providing steam service in most of Manhattan.

Edison Electric Institute (EEI)
EEI is the association of United States shareholder-owned electric companies, international affiliates and industry associates worldwide.

Electric Power Research Institute (EPRI)
EPRI is a non-profit energy research consortium for the benefit of utility members and their customers. Their mission is to provide science and technology-based solutions to their global energy customers by managing a program of scientific research, technology development, and product implementation. EPRI offers a full spectrum of products, including technology development and market tools, and ready-to-use products.

Green Mountain Power Corporation
Vermont corporation with a focus on renewables, and supports and promotes the state efficiency utility, Efficiency Vermont, which brings incentives, rebates, and efficiency programs to residents.

Hawaiian Electric Company (HECO): Renewable Energy
Updates on energy developments for the state of Hawaii; cell fuel testing, photovoltaic facilities, biomass-to-hydrogen technology, sun power for schools. HECO, and its subsidiaries, Maui Electric Company, Ltd. (MECO), and Hawaii Electric Light Company, Inc. (HELCO), provide electricity to 95% of the state's 1.2 million residents on the islands of Oahu, Maui, Hawaii, Lanai and Molokai.

Niagara Mohawk Power Corporation
Niagara Mohawk, a National Grid company, provides electric service to approximately 1.5 million customers and natural gas to approximately 540,000 customers in upstate New York.

Pacific Biodiesel, Inc.
With numerous benefits to the environment, the community and the private consumer, biodiesel as an alternative to petroleum diesel is gaining momentum in the U.S. and throughout the world. Made on Maui from 100%-recycled vegetable oil, meets both U.S. and German specifications for quality biodiesel.

Portland Energy Conservation, Inc. (PECI)
PECI is a nonprofit corporation that specializes in innovative and creative approaches to the responsible use of energy and facility resources. PECI helps clients increase the use of energy-efficient technologies in residential and commercial buildings throughout the United States, and offers expert research, program design, policy development and field-based client services across the country. Public Interest Energy Research (PIER)
PIER conducts public interest energy research that seeks to improve the quality of life for California's citizens by providing environmentally sound, safe, reliable and affordable energy services and products.

San Diego Gas & Electric Company
SDG&E is a regulated distribution utility providing electric service to 3 million customers in San Diego and southern Orange counties and natural gas service to San Diego County.
